Clearing the HERS verification that holds a permit final

In California a changeout drags a compliance chain behind it. The installer registers the CF2R certificate of installation in a HERS provider registry such as CalCERTS or CHEERS, and an independent rater tests duct leakage and registers the CF3R. The building department will not sign the final until both sit in the registry under that permit number. The rater is a third party with a schedule of their own, so the job reads complete in your system and open in the record of the city.
