Catching the day the archive stopped capturing someone
Journaling gets configured once and then trusted. A rule is disabled during an unrelated mail change. A certificate on the connector expires. Journal reports start bouncing while the archive keeps accepting everything else, so the dashboard reads normal. A new hire lands in the mail tenant but never in the archive directory. A number ported to a new handset stops capturing text. The failure mode is silence, and it gets found when somebody searches for a message that should be there and is not.
The account application comes back not in good order because of a missing initial, and the whole signature cycle runs again.

When this is the wrong thing to build
Pick something else if the archive vendor already reports capture counts per user and somebody actually reads that report. A second watcher over a working alert is duplicated plumbing. What you want instead is a search test against a message known to have been sent.
